Rural Education Associations came into being in the 2003 North Dakota Legislative session. It was a response to the failed effort to consolidate the state’s school districts into larger districts. Some will remember the attempt to put approximately 225 school districts into between 50 and 70 districts. Wasn’t very popular then and probably still isn’t especially among the smaller, more rural districts in North Dakota.
However, most of the schools continue to get smaller because of declining populations in rural North Dakota. Even the larger urban centers are experiencing a decline in student numbers. It is expected that by 2016 the largest eight schools will have lost 8% of their students and that the other school districts in North Dakota will have lost between 27% and 30%. It is a demographic and workforce issue that cannot be ignored.
The rationale for the earlier consolidation attempts was to increase efficiency in public school education and to provide equal opportunities and services to all the public education students in North Dakota. Those worthy concepts are in line with the good parts of the No Child Left Behind Act and with the current state effort to provide an adequate education to all of North Dakota’s students. REAs, formerly called JPAs--Joint Powers Agreements--were established to provide those services to all school districts that voluntarily joined those associations.
To date their are nine REAs in the state. Those REAs represent 93% of the school districts, 98% of the students, and 92% of the land mass of North Dakota. All of the school districts in legislative District 24 are in the South Central Educational Coop. There are plans to join the South Central Educational Coop and the South East Education Coop together to form the largest REA in the state. The new educational coop will have approximately 30,000 students. It will include the large school districts in the Fargo and Wahpeton areas along with Jamestown and Valley City and many smaller districts.
REAs will not eliminate schools or school districts. The role of the associations is to help provide teacher training, professional development, curriculum development, counseling services, special course offerings through interactive television and a host of other services to local school districts. Special education and vocational education may well become part of the REAs in the future.
The state is being asked to continue to be the financial and policy catalyst for the REA movement. It is the right investment in education for the state to make.
REAs can and must be a cost effective way to insure that all students have an adequate education in North Dakota. If they are not, they will go away leaving North Dakota searching for ways to insure that the students of the state the adequate education they deserve.
